It's possible that this was made by the Ideal Toy Co., but this is not a marking that I would have associated with them. Rather, I would say that it's a composition doll produced either by the ABC Toy Company or the Dee & Cee Toy Company, as both have similar markings to this and both produced composition dolls (Ideal Toy Co. is much better known for rubber toys and cloth labels).

Value would depend on the actual producer, overall condition, and size (as well as the model). For instance, a good condition 16" Dee & Cee doll could sell for $50 and one of the same size and condition from ABC could go $25-$50 higher.
