In regard to the chair, I agree that the back has been lowered at one time or another, possibly to serve as a vanity chair. This did lessen the present value, but someone willing to use it for the same or similar purpose may pay up to $20 for it.
I'm actually more interested in the crates that are in the background of the pictures: Krueger's & Wagner's Catsup. Though I'd need a bit more info on the Krueger's piece (most likely a distillery, but could be something else as well), the Wagner's crate is a very nice one! A similar crate of this age sold at a recent auction for $80 plus a 15% buyer's premium.

yes, the back has been cut off, most likely made into a vanity stool/chair
I hate to tell you that its value is $5.00 now---as is--unless you find someone that wants it for a vanity stool or for front foyer for just looks
